In a new book, Oxford University economist and government adviser Paul Collier calls for dramatic changes to improve conditions for the world’s poorest countries. The Bottom Billion is the winner of this year’s Lionel Gelber Prize for the best book on international affairs. Collier’s ideas are so influential that the United Nations Secretary-General has declared 2008 “the year of the bottom billion”.
